The investigation, initiated by PSHRC and first reported by an industry publication, uncovered evidence that Dr. Allen Post Bonnell allegedly collaborated with the trainers from May 2023 to November 2024. They reportedly administered intra-articular injections to horses within prohibited periods, violating HISA’s Anti-Doping and Medication Control (ADMC) and Racetrack Safety Programs. This breach has led to potential sanctions, including disqualification of race results, financial penalties, and periods of ineligibility.
In the heart of the matter lies a coordinated probe conducted by the PSHRC. It revealed that from May 2023 to November 2024, Dr. Bonnell is alleged to have conspired with 13 trainers to administer joint injections to covered horses during restricted stand-down periods. This activity took place primarily at Penn National Race Course but impacted races across ten different tracks in six states. The violations directly contravene HISA’s ADMC and Racetrack Safety Programs, which are crucial for maintaining equine health and fair competition. Of the over 100 horses involved, 30% never raced again post-injection, suggesting the use of these injections to mask pain. Furthermore, approximately 10% of the horses were observed to be lame after races, and tragically, three horses had to be euthanized due to injuries sustained in those races.
HISA CEO Lisa Lazarus emphasized the gravity of this situation, stating that such breaches underscore the necessity for stringent oversight and enforcement. “The health and safety of horses and jockeys must remain our top priority, and anyone who endangers them will face consequences,” she remarked. Since May 22, 2023, HIWU has enforced rules on intra-articular injections, transitioning to HISA’s revised protocols as of July 8, 2024.
