In a recent development concerning the horse racing industry, Southern California trainer Mike Puype has received a significantly reduced penalty for medication violations discovered in his barn. Initially facing a potential suspension of 17 to 24 months, an arbitrator determined that the appropriate punishment should be limited to a $1,000 fine and the 3½ months already served. This decision was based on the finding that Puype did not bear significant fault or negligence in the matter.
In the heart of the racing season, on April 24th, investigators uncovered banned substances such as levothyroxine and isoxsuprine in Puype’s stable at Santa Anita Park. These medications are strictly prohibited by the Horseracing Integrity and Safety Authority (HISA). Despite the discovery, Puype maintained that the medications belonged to his former assistant, Ral Ayers, and that he had no intention of using them on his horses.
The Horseracing Integrity & Welfare Unit (HIWU) provisionally suspended Puype on July 18th, citing him for possession of the banned substances. However, arbitrator Barbara Reeves, after reviewing the case, concluded that while Puype was responsible for maintaining control over his barn, his level of awareness was diminished due to the isolated storage of the medications and lack of regular access. Reeves noted that both substances were kept in areas Puype seldom visited, with one being locked away in a cabinet to which he did not have the combination.
Puype’s suspension was lifted on November 4th, and a subsequent hearing was held via Zoom on November 22nd. The arbitrator ruled that the appropriate sanction for the possession violations was three months and 17 days, equivalent to the time already served. She also dismissed HIWU’s request for Puype to cover the arbitration costs.
Prior to this ruling, Puype faced the possibility of a four-year suspension, which would have been devastating for his career. In response to the decision, Puype expressed frustration, stating that he felt angry and would seek counseling to address these emotions.
