The Horseracing Integrity and Safety Authority (HISA) has recently expanded its horsemen’s advisory group by adding four new members: Michael Annechino, Neil Howard, Todd Mostoller, and Justin Revak. This advisory body, established in 2022, plays a crucial role in providing valuable feedback on the development of racetrack safety measures and anti-doping regulations. The incoming advisors replace Timothy Keefe, Maggi Moss, Graham Motion, and Kirk Wycoff, who have contributed significantly to HISA's mission over the past years. With a diverse range of perspectives from across the racing industry, the group aims to continue driving positive change for Thoroughbred racing.
Under the leadership of CEO Lisa Lazarus, HISA expresses gratitude for the dedication and insights provided by the outgoing members. Their contributions have been instrumental in shaping HISA's policies and fostering progress within the industry. Now, with the addition of these four experienced professionals, HISA anticipates leveraging their extensive knowledge to further enhance the safety and integrity of Thoroughbred racing.
Michael Annechino, an Ohio-based owner with over four decades of experience in Thoroughbred racing, brings a wealth of expertise to the table. Having raced in more than 20 states and Canada, he has campaigned over 750 horses and achieved numerous stakes victories. His background also includes serving as the executive director and board member of the Ohio Thoroughbred Breeders and Owners Association.
Neil Howard, a Kentucky-based horseman with a lifelong involvement in the industry, adds depth to the advisory group. After retiring from his role as general manager at Gainesway Farm, Howard now works as a management consultant. His career has included serving as a commissioner for the Kentucky Horse Racing Commission and holding various positions in professional Thoroughbred organizations.
Todd Mostoller, a resident of Pennsylvania, currently serves as the executive director of the Pennsylvania Horsemen’s Benevolent and Protective Association. He played a key role in drafting Pennsylvania’s Racehorse Development and Gaming Act and founding New Start, an organization that provides second careers for retired racehorses. As an owner, he campaigns horses under Commonwealth New Era Racing.
Justin Revak, based in Minnesota, is the managing partner of Rocket Wrench Racing and president of both the Minnesota Horsemen’s Benevolent and Protective Association and the Canterbury Chaplaincy Backside Foundation. His involvement spans multiple facets of the racing community, bringing a comprehensive perspective to the advisory group.
With the addition of these seasoned professionals, HISA looks forward to continuing its mission of creating a safer and more unified framework for Thoroughbred racing.
