Leominster's Proposed Horse Racing Venue Stirs Community Debate
2025-03-05

The city of Leominster is abuzz with discussions surrounding a proposed horse racing venue, tentatively named The Fairgrounds. Proponents tout it as an innovative entertainment destination that could boost the local economy and revitalize underutilized land. However, concerns and opposition have already emerged within the community despite the project being in its early stages. Mayor Dean J. Mazzarella has called for calm, emphasizing that no formal proposal has been submitted yet and urging residents to stay informed as more details unfold.

Baystate Racing LLC and Whitney Companies aim to transform Leominster’s capped landfill on Mechanic Street into a vibrant entertainment hub. This ambitious project envisions not only horse racing but also festivals, a sports bar, and various recreational activities. According to the partnership's website, the goal is to create a space that energizes the community, drives economic growth, and offers enriching experiences. The project would repurpose an existing 34,000-square-foot office building and develop facilities such as a racetrack, stables, and a pavilion.

Mayor Mazzarella highlighted that the proposed venue would host horse racing events only two weekends per year, complemented by online gaming and restaurant operations throughout the rest of the year. The city would maintain significant oversight, including permitting, race scheduling, and land use regulations. Additionally, Leominster stands to benefit financially from the project, with projected annual payments ranging from $300,000 to $1 million, increasing annually after the third year.

The project's environmental impact is also a key consideration. Developers plan to adhere strictly to environmental standards, ensuring that the landfill cap remains intact and no construction occurs on this section. The city will regulate traffic and safety measures, while also ensuring the track is available for community use during non-racing periods. Furthermore, Baystate must provide annual compliance reports and host at least one free community event each year.

Mazzarella stressed the importance of accurate information dissemination to counter misinformation. While opinions vary, the mayor emphasized the need for transparency and dialogue. As the proposal moves forward, Leominster residents can expect more detailed discussions and opportunities to engage with the planning process, ensuring that all voices are heard in shaping the future of this potential new landmark.
