Authorities allege that Jaella Starr Richard, a 41-year-old resident of Bridgeville, allegedly siphoned nearly $65,000 from the organization's funds over an extended period. The issue came to light when the association's president noticed discrepancies in the financial records after receiving an outdated spreadsheet last June. Despite repeated assurances that updates were forthcoming, no new information was provided to the board.
An investigation into the matter revealed alarming details about how the funds were allegedly misused. Law enforcement officials uncovered numerous transactions made through Venmo to Richard’s spouse, payments directed to Amazon, and checks written to individuals believed to be related to her. Bank statements covering a year-long timeframe indicated that a total of $64,742.75 had been withdrawn improperly. It is suspected that these funds were utilized for personal expenses such as mortgage payments, utility bills, entertainment subscriptions, and groceries. When confronted by the president, Richard admitted to using a home equity line of credit linked to the association's account but promised restitution the following day, which never occurred.
