Over her decade-long career with the city, Morgan has overseen critical areas such as budgeting, accounting, financial reporting, and treasury management. She held various leadership roles at the Brazos River Authority, the Texas Water Development Board, and HDR Engineering. A Certified Public Accountant with a degree from Texas Tech University, Morgan has also been an active leader in the Government Finance Officers Association of Texas (GFOAT) and the Comptroller’s Property Tax Forms Committee. Her dedication to public service has left an indelible mark on the community she served.
As the city turns a new page, Kevin Klosterboer steps into the role of Chief Financial Officer. This return to Round Rock is particularly meaningful for Klosterboer, who previously served as Budget Manager for the city. His appointment comes after a successful tenure as Director of Finance for Cedar Park, where he oversaw significant advancements in financial management. A Central Texas native, Klosterboer holds a Master of Public Administration from the University of Kentucky and dual degrees in Political Science and Biology from Knox College. His career in local government finance began through the ICMA Local Government Management Fellowship program, where he gained valuable experience in Georgia municipalities before returning to Texas.
