Industry Coalition Forms to Oppose Gulfstream Park License Decoupling Bill
2025-02-20

A coalition of prominent figures from the racing industry has emerged to challenge proposed legislation that would separate Gulfstream Park's racing and casino licenses. This move has sparked significant opposition, particularly within the training and breeding sectors across the United States. The newly formed Thoroughbred Racing Initiative aims to advocate for the interests of these communities, ensuring that any changes to licensing policies do not undermine the integrity and stability of the sport.

The Thoroughbred Racing Initiative officially declared its formation during a recent podcast episode, which was co-hosted by one of the group's founders, Jon Green. As the manager of D.J. Stable LLC, Green brings extensive experience in the industry. Joining him are other influential members such as David O’Farrell, co-owner of Ocala Stud in Marion County, Florida, and Mark Casse, a renowned trainer. Together, they represent a diverse range of expertise and perspectives within the horse racing world.

The group has also enlisted Damon Thayer as a senior advisor. Thayer, who previously served in the Kentucky State Senate for 22 years, now runs a consulting firm. His political acumen and deep understanding of legislative processes will be invaluable as the coalition navigates the complex landscape of state regulations and policy-making.

The initiative underscores the importance of maintaining the interconnectedness between racing and casino operations at Gulfstream Park. By decoupling these licenses, there is concern that it could disrupt the economic balance and operational synergy that currently exists. The coalition argues that this separation could have far-reaching consequences for the broader racing community, potentially impacting job security, investment in breeding programs, and overall competitiveness.

In response to the proposed bill, the Thoroughbred Racing Initiative plans to engage in active lobbying efforts, raising awareness about the potential risks and advocating for solutions that protect the long-term health of the industry. Through strategic partnerships and informed advocacy, the group seeks to ensure that policymakers fully understand the implications of their decisions on all stakeholders involved.
